After attending Public and High School in Toronto, he entered the University of Toronto in 1921. Recipient of the Ontario Association of Architects Scholarship in 1922, graduating with Honours in 1925, winning and R.A.I.C. Medal for design in that year.
The year following graduation was spent at the Ecole Des Beaux Arts at Fontainebleau, France, where he won a Massachusetts Institute of Technology Scholarship which enabled him to spend some time traveling in Europe.
On return to Toronto in 1926, he started in practice with Forsey Page under the name Page & Steele, and married Muriel Thompson. The firm has been responsible for many public, municipal and office buildings, among which are the Ontario Workers’ Compensation Board Hospital and Rehabilitation Centre, the Wallberg Memorial building, Galbraith Engineering Building and Sandford Fleming Building for the University of Toronto, Garden Court Apartments, The Education Centre for the Toronto Board of Education, Teachers’ Colleges in Toronto and London and many schools throughout Ontario.
Mr. Steele was Chairman of the Toronto Chapter of the OAA, and after serving several years on Council was elected President of the OAA for the Years 1946-47. In 1948 he was made a Fellow of the Royal Architectural Institute of Canada and appointed to Council of the RAIC in the same year. He served as Honourary Secretary and as President from 1960-62. he was Chancellor of the College of Fellows from 1964 to 1967. In 1961 he was made Honourary Fellow, American Institute of Architects. IN 1962 he was made Fellow, Royal Institute of British Architects. IN 1977, he was made Honourary Member of the Ontario Association of Architects. Retired from the partnership in 1965.
A former member of the board of Stewards of Timothy Eaton Memorial Church. Member of the Rosedale Gold Club, Granite Club and the Rotary Club of Forest Hill.
